Hi David!

The time period between Tenderfoot and Second Class; and between Second Class and First Class have been removed. The idea is for the Scout to advance to First Class Scout as soon as he’s able to do so.

Your Scout can participate in a Scoutmasters’ Conference and later Board of Review for both Tenderfoot and Second Class (or for all three during the same evening) if he’s ready and you feel he’s ready.

The previous advancement guidance was that there were “breaks” between each of the first three ranks; that went away about three years ago now.

Hi Mike,

I hope all is well. Just a quick question this time. I was wondering whether there is anything that says a boy must wait a month after receiving the rank of Second class before receiving First class. I’ve read the entire BSA handbook and, unless I’ve missed something, see no mention of it in the requirements. I’m wondering if this is an old rule that no longer applies.

I only ask because one of our Tenderfoot boys recently completed all requirements through First Class, so I saw no reason to prevent him from participating in Scoutmaster conferences and Boards of Review for both Second Class and First Class in the same evening. But one of our leaders mentioned the one-month rule, so the boy was only allowed to complete the conference and BOR for Second Class. Any thoughts on this?
